AI market to undergo review by UK competition regulator.

UK Competition Watchdog Launches Review of AI Market Including ChatGPT’s Foundation Model

The UK Competition and Markets Authority (CMA) has announced that it will investigate the artificial intelligence (AI) market, including the underlying software code known as foundation models on which popular chatbots such as ChatGPT are based. CMA chief executive Sarah Cardell explained that the watchdog’s inquiry would assess the “real opportunities” while ensuring “consumers are being protected” and “competition is working effectively.” The review follows a rise in global scrutiny over the development of generative AI technology that can create images or text that are almost indistinguishable from human output.

The UK has a vibrant AI industry due to the success of DeepMind, a homegrown start-up acquired by Google in 2014. This sector also includes large AI models like OpenAI’s GPT-4 and Google’s LaMDA, which power the Bard chatbot, which are expensive and time-consuming to develop and run. These models remain under the control of a small group of giant firms such as Google, Microsoft, and OpenAI, as well as well-funded startups like Anthropic and Character.ai.

With the review’s objective of ensuring competition is working effectively, Sarah Cardell conveyed that it wouldn’t target any specific firm. The CMA’s fact-finding mission into AI intends to feature a broad range of interested stakeholders, including businesses and academics, to gather rich information. This review aligns with other global regulators’ increased scrutiny of generative AI, with the US Federal Trade Commission warning companies over the use of AI technology having substantial impacts on consumers.
