The Civil Service Commission Embracing Artificial Intelligence for Government Service

The Civil Service Commission (CSC) is open to incorporating artificial intelligence (AI) technology, specifically ChatGPT, into government service. The CSC recognizes the potential of AI in enhancing productivity, performance, and efficiency within the government. However, they are prioritizing a cautious and diligent approach to ensure that the application of AI complies with privacy and copyright laws and regulations.

Ensuring Compliance with Privacy and Copyright Laws

CSC Chairperson Karlo Alexei B. Nograles emphasized the importance of exercising caution and diligence when utilizing AI technology. While AI has transformative potential, it should be implemented judiciously to avoid violating privacy and copyright laws. The CSC has already consulted the National Privacy Commission (NPC) and the Department of Information and Communications Technology (DICT) to gain insights on this matter.

CSC Commissioner Aileen A. Lizada shared that the use of ChatGPT does not conflict with the Data Privacy Act of 2012, as long as principles such as transparency, legitimate purpose, proportionality, and personal information security are upheld. The CSC is awaiting the input of the DICT to further inform their decision-making process.

The introduction of AI and ChatGPT raised questions about labor displacement and raised legal and ethical issues. The study concluded that while AI technology, particularly GPT, may affect white-collar or knowledge workers involved in non-routine cognitive tasks, it could also augment the capabilities of workers by expediting the execution of routine tasks. Last year, the public’s interest in Generative Pre-Trained Transformers (GPT) skyrocketed following the launch of ChatGPT by OpenAI, a US-based AI developer, on November 30, 2022. ChatGPT allows users to interact with GPT via a chatbot with a human-like tone. Users can ask a wide range of questions, from mundane inquiries about holidays to complex issues such as addressing poverty. Additionally, ChatGPT’s Application Programming Interface (API) enables bulk data processing.
